I can't guarantee what the deal is. But I can make some guesses.

It's a Chinese made bike, cheap labor. No need for hiked up prices. Low parts availability, yes there is a parts warranty. But there is no guarantee about after that. All that, if you can assemble the bike yourself.

Another cause could be that they aren't assembling much, it's mainly the machining of the parts that you'd have to deal with.

That would be a good idea, if I operated a dealer. I'd buy about 10. Sell five, and keep the other 5 as parts for the others. Of course, other bikes would be sold also, but it's nice to cater to a wide demographic of buyers that may not be able to afford a new 250 from a brand that's been heard of.

You'll pay a bit more for smaller quantities. Shipping costs on one bike would be prohibitive, too. $850 shipped to you sounds pretty good.

Buy it. A friend of mine bought a "designed in USA, made in China" 125 for his son so he had a new bike. I took it for a ride and had to push it through the sand cause it did not have the power. Took the Honda 125 through the same course and it would do wheelies in the same sand. P.T Barnum said it best...

The warranty on any Chinese bike is useless. It's not like you can take it to your local Chinese motorcycle importer and have them fix the bike as you would a bike from a major manufacturer. At best, you can disassemble the bike to detach the faulty part, ship it at your expense to the company the bike was purchased from, and then hope that they honor the warranty and send you a replacement part that you will have to install in a reasonable amount of time.

If you want a new budget motor, you'd be much better off long-term by getting a motor with a reasonable aftermarket like the GY6.

If you go that route, make sure to fully disassemble the bike and replace all of the bolts and nuts with an acceptable grade, and to thoroughly inspect all of the wiring to ensure no crimping or flaws that will cause eventual shorting. A motorcycle designed with cost cutting in mind sounds great until something goes wrong at 50+ MPH...
